Abstract
This thesis seeks to provide a comprehensive framework for a public employment policy that ensures full employment and environmental sustainability. High unemployment – and by conse-quence poverty – and climate change are two of the most pressing issues facing the American society. It is important that policies put forth to address these issues do not alleviate one while aggravating the other. The Green Jobs Guarantee proposed here has its possible impacts mod-eled using Input-Output tables. We find that it would have an employment multiplier of almost 40 jobs per million dollars spent. Finally the cost of full employment under the conditions pro-posed here would be affordable at marginally over 199 billion dollars.
